Sequel to the final notice issued by the Lagos State Ministry of Physical Planning and Urban Development via Lagos State Building Control Agency (LASBCA) to landlords of distress buildings in Oshodi, the Executive chairman of the local government, Otunba Kehinde Almaroof Oloyede has called on concerned persons to take proactive steps and act fast for safety of lives and their properties.
LASBCA, in the release reported 19 buildings to be exhibiting signs of distress within the local government and issued notices to the concern landlords/developers to carry out Non-Destructive Test (NDT) on the structures to ascertain their structural stability and where the structures turn out to be unfit for habitation, Demolition Permit should be obtained from the Lagos State Physical Planning Permit Authority (LASPPPA) to remove the structures in the interest of public safety.
The notice further stated that a time frame of 90 days is given after the publication of the notice for the conduct of NDT, re-engineering or removal of the identified
structures that are exhibiting signs of distress, failing which LASBCA shall not hesitate to remove the structures in the interest of public safety and in line with the regulatory provisions of the Law. Where structures are removed by the Agency, cost of removal shall be recovered from the owner/developer as required by the Law.
The council chairman however noted with concern that many of the identified buildings are currently being occupied by tenants. He urged the people living in such buildings to accelerate their plans to evacuate, noting that their safety remains top priority of the government. He disclosed that the local government has never witnessed any building collapse leading to loss of lives and he intends to keep it that way.
Otunba Oloyede also charged the owners of such properties to adhere strictly to the directive of LASBCA in conducting the N-D Test and the result will inform them what to do either renovation, re-engineering or total removal of the structure. He reminded them that collapsed buildings leading to loss of lives will be taken over by the government. He finally assured them of the readiness of the local government to ensure everything goes smoothly.
He said, "this is a call to the landlords/developers of the affected buildings to act fast in the interest of public safety and protection of their properties. I also want to implore our people that are currently living in such buildings to move out as soon as possible for the sake of their lives. We don't want to record any form of avoidable disaster in our local government."
